Culebra is
U.S. territory and lies eight miles west of St. Thomas and 12
miles east of Puerto Rico. It was once part of the Spanish
Virgin Islands. Geographically, it belongs to the Virgin
Island chain. Administratively, it is the easternmost
municipality of Puerto Rico. It has a population of 1700, and
one small town with all the basic amenities (restaurants,
grocery stores, souvenir shops, car, boat and bike rentals,
dive shops, a few bars, even a fish market). About 40% of the
island and the adjoining reefs are wildlife preserve,
administered by the U.S. Department of the Interior. Culebra's
Flamenco Beach has been rated as one of the Top Ten in the
Caribbean. On a typical weekday, there might be just a few dozen people along
its two miles of powder-white sand. On other, even more deserted
beaches, endangered sea turtles come ashore to nest. Culebra
has regular air service from San Juan and Fajardo, Puerto Rico, and a high-speed ferry from
